Context
The GERES Project Manager post is the designated focal point for the overall direction, coordination, implementation, execution, control and completion of a specific project, ensuring consistency with GERES strategy in Southeast Asia, commitments and goals. The Myanmar Country Representative post is the designated focal point for the smooth coordination of GERES presence in Myanmar, its compliance with local requirements and its visibility.
GERES has been operating in Myanmar since 2014 through the implementation of the SCALE project, a EU-funded initiative supporting the dissemination of efficient domestic cookstoves through the introduction of improved designs in 2 existing supply chains, the stimulation of market demand and the support to an enabling policy framework. The SCALE project is finishing in July 2018.
From July 2018, GERES will implement the 2nd phase of the EcoDev Program, a global intervention aiming at supporting access for all to reliable, sustainable, modern and affordable energy services through the scaling-up of efficient supply chains and profitable enterprises involved in the supply of energy services in 5 target countries: Mali, Morocco, Mongolia, Tajikistan and Myanmar.
The CoopWE project is the Myanmar component of the EcoDev programme. CoopWe aims at supporting the last-mile distribution of energy-efficient and renewable energy household appliances in the most remote areas of the Dry Zone in central Myanmar, through the capacity building of Community-Based Organizations (CBOs).
Main responsibilities
As Project Manager (60%), you are responsible to coordinate, manage and ensure the quality of the CoopWE project’s activities, covering inception, implementation, monitoring, timely reporting and evaluation and closure, for the GERES Southeast Asia office. This will include preparation of detailed work planning, staff management and monitoring of the project budget.
You benefit from technical guidance provided by your expert colleagues of GERES’ EcoDev team.
You have authority over a local team of 7 people.
You liaise with the Program’s main donor (Agence Française de Développement - AFD) and coordinate reporting. You also contribute to mobilizing co-funding for the project and to reporting to the other CoopWE donors.
As Myanmar Country Representative (40%), you build and maintain GERES’ relationships with Myanmar authorities, to ensure seamless implementation of the project.
In the first months, one of your priorities is to find co-funding for the CoopWE project. You contribute to the co-funding effort to develop new interventions and maintain GERES’s presence in the country beyond the CoopWE project.
You stay alert on synergies between GERES’ fields of expertise and other relevant initiatives in the country, including work by the Government, private sector initiatives of multi-lateral and bilateral donors. Occasionally, you attend events and represent GERES.
Detailed Job Description
Project implementation and development
ü Build-up the project team.
ü Develop detailed project work plan and design the M&E framework.
ü Inform the baseline situation and engage with local stakeholders.
ü Regularly review definition and understanding of activity roll-out and timely start. Delegation of responsibilities where appropriate. Follow-up to ensure all activities are moving forward appropriately.
ü Ensure all qualitative substantive and financial progress reports meet quality, content and deadlines. Prepare budget revisions as needed.
ü Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
ü Manage project HR to ensure capacity is there to deliver objectives.
ü Manage project’s non-HR resources to ensure the project achieves its objectives.
ü Ensure wide dissemination and visibility of project achievements. Develop good practices and tools for project execution and management. Participate in national and international workshops and seminars, making substantive contributions as appropriate.
ü Project related representation and field visits. Engage with relevant donors and contribute to the country office resource mobilization efforts.
Administration
ü Attend all internal meetings, workshops and trainings agreed with their supervisor and to provide any requested reporting.
ü Complete reporting requirements.
ü Complete Personnel administrative requirements such as completion of time sheets, leave requests, expense claims etc
ü Maintain in good condition, preventing damage and theft, of GERES or the coopWE project’s equipment under his/her responsibility and immediately report any such incident.
ü Ensure security and safety of project’s staff and visitors under their responsibility or participating in common activities.
ü Carry out additional reasonable tasks as assigned by his/her line manager.
Representation and networking
ü Develop networks and identify strategic partnerships with donors, project partners, regional and local NGO’s government
ü Represent GERES at workshops, seminars, and program related meetings; Open up funding/partnership opportunities
ü Provide regular presentations of project progress to project stakeholders
Qualifications
Education & Training
· Master degree in Environmental sciences, Forestry, Agriculture, Engineering, renewable energy or similar scientific field
· Degree in Environmental related field an asset
Experience
· At least 5 years in the international development sector (preferably SE Asia)
· Proficient in project/program management
· Successfully experienced in ODA-funded project implementation
· Experienced in distribution in rural areas
· Experienced in project co-funding
· Appreciated: Experience of environmental and/or energy and/or natural resources management focussed projects
· Appreciated: Experience of economic development and support to entrepreneurship
Skills
· Proficient in Project Cycle Management, Logical Framework Development, M&E
· Proficient professional English, with excellent writing qualities
· Excellent interpersonal skills, ability to establish contact with people from different background and cultures
· Comfortable with high-level governmental/institutional relationships
· Organization and attention to detail especially meeting deadlines
· Team player with capacity to work in a multicultural environment
· Proficient in working with Microsoft Office (including Word, Excel and PowerPoint)
· Driving licence, experience of off road driving an advantage
