Cambodia: Technical advisor - Energy & Development sector

RECRUITING ORGANISATION

GERES – Group for the Environment, Renewable Energy and Solidarity - is a French non-profit NGO created in 1976 after the first Oil Shock. Today, more than 200 staffs work on innovative and sustainable development projects in France and in 12 developing countries.
Environmental conservation, climate change mitigation and adaptation, reducing energy poverty, and improving livelihood of the poor are the main focus areas for GERES. The GERES team is particularly involved in the implementation of engineering solutions for development and providing specific technical expertise.
Activities include conducting energy efficiency programs, providing decentralized energy services for local economic development, supporting and developing renewable energies and promoting waste management. These activities are always implemented in partnership with local stakeholders and communities on the basis of collaborative experience sharing.

PURPOSES

Under the supervision of the Southeast Asia Regional Director, the Technical Advisor leads the development of her/his sector (in terms of technical know-how, watch & network) in GERES. She/he will contribute to the development of GERES operations in South-east Asia. She/he is responsible for the smooth implementation of the projects appointed to her/him.

The responsibilities of the position are detailed below. Their objectives and means are detailed in an individual work plan which is part of the staff development plan and is reviewed at least once a year with the SEA Regional Director and all the GERES program managers who mobilize him/her.

MAIN RESPONSIBILITIES

The main responsibility of the technical advisor is to develop GERES expertise in terms of technical solutions to support the development of sustainable and affordable energy services for the households and the micro, small & medium enterprises of Cambodia and the South-east Asian region. This will include:

  1. Lead the development of GERES technical expertise in the fields of energy and development

    • Be proactive in identifying and pushing internally strategic opportunities (partnerships, capacity building, funding…) and innovative solutions to be further explored in the energy and development sector (technical, methodological…). Propose relevant initiatives.
    • Be the focal point in any discussion related to the energy and development sector, for field teams, for the regional office and the headquarters, as well as for any external solicitation;
    • Undertake an on-going intelligence on the energy and development sector in order to identify opportunities for new activities, visibility, partnerships, learning opportunities and funding.
    • Compile findings and lessons learnt from GERES projects in the field of energy and development through various tools and materials: capitalization reports, concept notes & project proposals, etc. Ensure consolidation and proper dissemination (internally & externally) of GERES expertise on the energy and development topic: internal training sessions, workshops & conferences, publications and articles…
  2. Lead or contribute to GERES projects. Provide technical assistance and/or methodological support.

    • Contribute to the origination and the design of new projects that include activities related to the energy sector. Contribute to writing project proposals.
    • Lead or contribute to technical assistance services and project work packages related to the energy sector. When leading a project, the Technical Advisor is responsible for the deadlines, the good execution of the budget, the smooth implementation of activities, the team management, the reporting and communication with donors, the capitalization and dissemination of lessons learnt….
    • Identify and explore opportunities relevant to the energy sector.
    • Contribute to the Go/No decisions on funding or partnership opportunities, according to our capacity to respond, the relevance of our expertise and the available budget.
    • Regularly update the shared tools to monitor work plans and workloads.
    • Contribute to GERES projects in other regions through activities relevant to the energy sector.
  3. Manage 1 staff (the Technical operations Coordinator)

    • Manage the workload of the TOC. Appoint relevant missions and tasks to him.
    • Support the TOC in his everyday work, develop work plans with him, provide technical backstopping and mentoring, control quality and approve deliverables.
    • Manage staff administration and development plan (job description, leaves, annual development plan review…).
  4. Contribute to the life and development of GSA region

    • Attend relevant team meetings and strategic seminars.
    • When relevant, and upon request from supervisor,
      o contribute to collective works for the regional development of GERES;
      o undertake networking and representation activities.

CURRENT PORTFOLIO OF PROJECTS

► SCALE Project – Myanmar (3-4 man.months over 2016)

The SCALE project is a project implemented by GERES in Myanmar, with the technical assistance of the GERES - StovePlus program, and in close collaboration with a local partner, Ever Green Group (EGG). The SCALE project aims at supporting the large scale dissemination of standardized locally-manufactured Improved Cookstoves (ICS) in Myanmar, to structure the ICS value chain, to enhance the market demand and to support the creation of an enabling regulatory and policy framework to contribute to the long term development of the ICS sector in Myanmar.

Under the technical supervision of the the StovePlus Senior Technical Advisor, and in close consultation with the SCALE project management team, the TA - Energy and Development is responsible to oversee the smooth implementation of field activities undertaken by the project team. In support to the EGG Associate Project Manager, the TA-Energy and Development will be responsible to:
• Establish detailed work plans for field teams.
• Allocate relevant resources for the field activities.
• Execute the budget allocated to field activities.
• Provide technical support for the smooth implementation of activities.
• Monitor achievements, check quality, take corrective actions when needed, ensure deadlines are met and results are achieved following the plan.

In addition, she/he is providing assistance to the SCALE project manager when related to the implementation of field activities:
• Regularly discuss and brainstorm with the SCALE project management about project implementation, budget allocation and team organization, and contribute to decision making.
• Regularly update the project manager on the progress of field activities.
• Contribute to project reporting to donors related to field activities.
• Organize and coordinate internal and external technical assistance involved in field activities.
• Coordinate the valorisation and dissemination of new expertise and lessons learnt from field activities.
• Facilitate communication and visibility actions related to the field implementation of the project according to donor requirements.
• When relevant, and upon request from the SCALE project management, represent the project towards technical and institutional partners and donors.

Provide ad-hoc support to the GERES Myanmar Country Representative (GMM CR) in his development tasks:
• Share relevant opportunities as they come-up, such as, but not limited to partnerships, funding and project calls catalysing the improved cook-stove sector in Myanmar and added-value solutions for the local private sector.
• Discuss and provide feedback on new opportunities identified by GMM CR in terms of new activities, improved visibility, partnerships, learning opportunities and funding towards the aforementioned goals.
• Upon request, provide inputs on intervention opportunities according to GERES capacity to respond and relevance of expertise.
• Contribute to seeking ways to replicate best practices from GERES' experience in Cambodia to strengthen South-South collaboration and partnerships.
• Contribute to the origination and the design of activities that could include work related to her/his sector, advancing the goals of SCALE. Contribute to writing project proposals and service offers related to her/his sector.
• Lead or contribute to technical assistance services and project work packages relevant to her/his sector in Myanmar.

► Transfer the Khmer Rocket Stove’s manufacturing capacity to a Cambodian Social Enterprise

In early 2015, GERES finalized the design of a new advanced domestic cookstove, more fuel efficient and cleaner than the latest generation of ICS available in Cambodia, and 100% manufactured locally: the Khmer Rocket Stove (KhRoS). In December 2015, GERES and Hydrologic jointly submitted a business case proposal to the CleanStart SHIFT Facility (UNCDF-funded) to support Hydrologic acquire the KhRoS manufacturing capacity and to conduct a market validation. GERES, the owner of the KhRoS technology, will provide technical assistance to Hydrologic to set-up a production line and to launch the production of the KhRos in their existing factory (in Kampong Chhnang province) where they already manufacture Ceramic Water Purifiers. Under this project, the TA will be responsible for:
• Being the main focal point for the partner, Hydrologic, and for the Donor, the CleanStart Facility;
• Providing technical and methodological support (Project Cycle Mgt coaching) to the local project manager;
• Developing work plans, reviewing budget expenses and budget plans, monitoring project team workloads, jointly with the project manager;
• Submitting technical and financial reports to the partner, communicating with the donor on reporting requirements…
• Overlook the smooth implementation of work plans and budget.

► NAMA on Sustainable Charcoal value chain

GERES is currently providing technical assistance to the Ministry of Environment, with the financial support of the UNEP-DTO, for the development of a NAMA (“Nationally Appropriate Mitigation Action”), to support the Sustainable Charcoal sector development in Cambodia and contribute to the global Climate Change mitigation effort. Under this project, the TA will be responsible to coordinate the following activities with the project team:
• Developing a standard for Sustainable Charcoal in Cambodia;
• Developing a testing protocol to assess the efficiency of charcoal kilns including operation practices;
• Developing technical specifications and training material for the construction of the charcoal kilns that have been selected through desk review;
• Assessing the efficiency of the pre-selected charcoal kiln technologies and compiling best practices to operate them;
• Identifying key stakeholders and development of production/distribution models for large-scale dissemination of the selected charcoal kiln technologies during the NAMA implementation;
• Contributing to the formulation of the technology component of the NAMA.

► Supporting Forest and Biodiversity

GERES is providing assistant to the USAID-funded “Supporting Forestry and Biodiversity” project to develop bamboo charcoal production and commercialization in Stung Treng, Cambodia. The aim of this technical assistance is to valorize the untapped bamboo resources into sustainable charcoal to generate additional livelihoods incomes for Community Forestry groups and support the management of the bamboo resources. Under this project, the TA will be responsible to coordinate the following activities with the project team:
• Supporting the implementation of community-based char-briquette enterprise in Stung Treng (process design, equipment) with the project team;
• Determining the mix of char material and binder to optimize economic income and calorific value;
• Assessing the cooking efficiency of the fuel developed on traditional cooking devices;
• Leading the internal evaluation of the model and provide recommendation for replication.

► Dissemination of Improved Cookstoves (ICS) in Kampong Cham province

GERES is supporting the dissemination of local Improved Cookstoves in Kampong Cham province, and formulating recommendations to the Ministry of Mines and Energy for the development of the ICS sector in Cambodia. Under this project, the TA will be responsible to coordinate the following activities with the project team:
• Designing an improved firing kiln to be disseminated among cookstoves producers in order to improve energy efficiency in the cookstove sector;
• Finalizing an ICS Standard to be submitted to the Institute of Standards of Cambodia (ISC) for approval.

► Feasibility study for an AFD-funded program on energy-efficiency and renewable energies in wood-fuel-reliant sectors (to start Q2 of 2016)

The TA – Energy and Development is the coordinator of the study. He will be the main focal for the donor (AFD) and the client (the Ministry of Mines and Energy) and will ensure the preparation and smooth implementation of the work plan and budget.

POTENTIAL MISSIONS OUTSIDE THE BOUNDARIES OF GERES SOUTHEAST ASIA

GERES implements development projects in four regions: Southeast Asia, Central Asia, West Africa and Europe-Mediterranean. The TA – Energy and Development might be requested to provide technical assistance to GERES teams in other regions than Southeast Asia.

QUALIFICATIONS

Education & Training

• Bachelor degree in Engineering (Materials, Industrial/Production, Energy, …) or equivalent

Experience

• Minimum 4 years’ experience in development projects related to access to energy and energy efficiency.
• Experience with improved cook-stoves dissemination projects an asset.
• Experience with rural micro-entrepreneurs in developing countries an asset.

Skills

• Familiar with research and development methodologies
• Proficient in English
• Working with Logframes, project documents, including Gantt charts/project plans, and budgets
• MS Office
• Planning and organizing
• Able to operate independently (initiative, research skills, networking)

Contract: Full time French expatriate contract (CDDU) for 12 months, renewable
Duty Station: Phnom Penh, Cambodia (70%), Myanmar (30%)

Gross monthly salary: according to GERES salary scale, profile & experience
Paid leaves: 26 days per year
Other advantages: Monthly living allowance (330$), health, unemployment and retirement insurances, repatriation insurance
1 round trip ticket per year between Cambodia and home country
