Context
The GERES Project Manager post is the designated focal point for the overall direction, coordination, implementation, execution, control and completion of a specific project, ensuring consistency with GERES strategy in Southeast Asia, commitments and goals. The Myanmar Country Representative post is the designated focal point for the smooth coordination of GERES presence in Myanmar, its compliance with local requirements and its visibility.
Since January 2014, GERES is implementing an EU Switch Asia-funded project in Myanmar, the “Strengthening improved Cookstove Access towards a better quality of Life and Environment (SCALE)” project, in partnership with Ever Green Group (EGG), a local social enterprise specializing in energy solutions. GERES is recruiting a new Project Manager, to ensure the smooth delivery of outputs and the closure of the SCALE project, and to support GERES’s effort to launch new energy projects in Myanmar.
Main responsibilities
As Project Manager, you are responsible to coordinate, manage and ensure the quality of the SCALE project’s activities, covering implementation, monitoring, timely reporting and evaluation and closure, for the GERES Southeast Asia office. This will include preparation of detailed work planning, staff management and drafting and following up of the project budget.
You benefit from technical guidance provided by your expert colleagues of GERES’ Stove*Plus* team (Stove*Plus* program).
You have authority over a local team of 22 people, including 19 employees of the local partner EGG, and 3 GERES employees, and you coordinate the work of the EGG team allocated to the project.
You liaise with the Program’s main donor (the EU Delegation to Myanmar) and coordinate reporting. You also contribute to reporting to the other SCALE donors, upon request from GSEA office or the Headquarters (HQ).
As Myanmar Country Representative, you build and maintain GERES’ relationships with Myanmar authorities, to ensure seamless implementation of the project.
You contribute to the co-funding effort of the project.
You stay alert on synergies between GERES’ fields of expertise and other relevant initiatives in the country, including work by the Government, private sector initiatives of multi-lateral and bilateral donors. Occasionally, you attend events and represent GERES.
Detailed Job Description
Project implementation and development
Regularly review definition and understanding of activity roll-out and timely start. Delegation of responsibilities where appropriate. Follow-up to ensure all activities are moving forward appropriately.
Ensure all qualitative substantive and financial progress reports meet quality, content and deadlines. Prepare budget revisions as needed.
Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
Manage project HR to ensure capacity is there to deliver objectives.
Manage project’s non-HR resources to ensure the project achieves its objectives.
Ensure wide dissemination and visibility of project achievements. Develop good practices and tools for project execution and management. Participate in national and international workshops and seminars, making substantive contributions as appropriate.
Project related representation and field visits. Engage with relevant donors and contribute to the country office resource mobilization efforts.
Project closure and follow-upEnsure maximum use of resources (HR and non-HR) available to deliver project objectives within contracted time.
Negotiate any changes to project period in the interest of achieving project objectives (cost/no-cost extension).
Ensure all administrative requirements are planned and executed regarding contractual closure obligations (including materials handover, archiving, bank account closure etc).
Prepare any follow-up project or activity documentation, funding applications or position/recommendation papers.
Organize project closure presentations with lessons learnt and achievements/good practice shared (at least 1 internally and 1 with key stakeholders)
Coordinate the external final evaluation of the project, from procurement of services, compilation of required information to coordination of field visits.
Prepare all project reporting and information resources for archiving.
AdministrationTo attend all internal meetings, workshops and trainings agreed with their supervisor and to provide any requested reporting.
To complete reporting requirements at local level and to headquarters.
To complete Personnel administrative requirements such as completion of time sheets, leave requests, expense claims etc
To maintain in good condition, preventing damage and theft of GERES or the SCALE project’s equipment under his/her responsibility and to immediately report any such incident.
To ensure security and safety of SCALE project’s staff and visitors under their responsibility or participating in common activities.
To carry out additional reasonable tasks as assigned by his/her line manager.
Representation and networkingDevelop networks and identify strategic partnerships with donors, project partners, regional and local NGO’s government
Represent GERES at workshops, seminars, and program related meetings; Open up funding/partnership opportunities
Provide regular presentations of project progress to project stakeholders
