Context

GERES - Groupe Energies Renouvelables, Environnement et Solidarités - is a French NGO working worldwide to help preserve the environment, limit climate change and its consequences, reduce fuel poverty and improve living conditions. To this end, it deploys development engineering and specific technical expertise, offering specialist advice on the themes of energy efficiency, energy management, clean, renewable energies, energy services and environmental management, particularly in the waste sector.

In Central Asia, GERES has been working in the sphere of energy-efficiency in building, agriculture development, natural resource management and climate change adaptation.

GERES Central Asia has developed a sound experience in developing and disseminating adapted energy-efficient solutions for both private housing and public building. GERES and its local partners have scaled up more than 3,800 passive solar/energy-efficient houses in India (Himalaya), Afghanistan, Tajikistan and China.

In Tajikistan

GERES has held a permanent representation office in Tajikistan since 2011.

GERES Tajikistan has started in June 2015 a project called “**Pilot Initiatives for Green Homes in Tajikistan**” which is funded by the French Agency for Development and Fondation Abbé Pierre.It aims reducing energy poverty and developing local economy through pilot initiatives in promoting green home construction and energy-efficiency in housing in Dushanbe city and its region. Main activities are:

  • establishment of an Information Energy Center in Dushanbe to promote energy and resource efficiency in housing to the public, especially the vulnerable

  • promotion of a green home building sector in two pilot areas through development of Green Home designs, training and awareness raising among homeowners, builders and craftsmen, support to green home building sector.

  • share experience at national and academic level with stakeholders involved in energy and housing sectors

The project is the Tajik component of ECODEV, a 4-country program developed in the frame of SE4ALL (sustainable energy for all). Its main objectives are to promote and develop entrepreneurship in the energy sector, to reduce poverty through the dissemination sustainable and efficient energy solutions and to include the private sector in the implementation of projects.

Mission and objectives

Under the supervision of the GERES Tajikistan representative and in close collaboration with the ECODEV Program manager, the PIGHOT project manager is responsible for the following tasks:

• General management of the project:

  • Review and develop the roll-out of the activities for 2017 according to the project’s objectives, while ensuring the involvement of the project team on these questions and liaising with the ECODEV project manager

  • Manage the operational team and together with them, set up a work plan to realize all planned activities,

  • Anticipate and update financial needs for the planned activities and assist the field team in the execution of the budget allocated to field activities

  • Provide technical and methodological support to the team with the support of technical specialist from GERES and external experts;

  • Manage internal and external consultancies on the project

  • Share experience with international and national organizations involved in other related projects

  • Foster integration of project results into national policies and strategies

In particular, (s)he will :

  • Provide his/her expertise on energy-efficiency in housing and contribute to strengthen national staff

  • Set up and supervise studies (assessment studies among households, energy-efficiency and renewable energy equipment, local value chains, home building sector stakeholders)

  • Ensure operation and development of the Information Energy Center in collaboration with the Committee for Construction and Architecture

  • Provide guidance and follow-up for the component related to vulnerable population: develop a proximity advising service for them in order to decrease fuel poverty.

  • Support the team for the implementation of the “Green Home” activities in the pilot areas: identification, support and follow-up of owners, craftsmen and masters for the construction of low energy consumption houses; trainings; communication and promotion of the energy-efficient solutions. Look for financial solutions/services facilitating investments of population in energy saving solutions and ideally in green homes.Ensure the participation of GERES Tajikistan to, or organize events/conferences to share the project’s experience and promote the “green home” concepts at national and academic level with different stakeholders

• Compliance with donors expectations:

  • Ensure timely report to ECODEV Program manager and donors,

  • Contribute to the preparation of financial reports with the support of the country representative and regional financial manager;

  • Facilitate communication and visibility actions related to the field implementation of the project according to donor requirements (pictures, testimonies, field visits…)

  • When relevant, and upon request from the GERES Taj representative, represent the project towards institutional partners and donors

• Monitoring and Evaluation:

  • Sets-up rigorous monitoring of beneficiaries and activities

  • Monitor achievements of field activities, check quality, take corrective actions when needed, ensure deadlines are met and results are achieved following the plan

  • Coordinate the valorization and dissemination of new expertise and lessons learnt from field activities and ensure knowledge management process

• Support the development of GERES’s activities in Tajikistan:

Provide ad-hoc support to the GERES Tajikistan Country Representative in his development tasks, meaning:

  • Share relevant opportunities as they come-up, such as, but not limited to partnerships, funding and project calls related to energy and habitat sector

  • Discuss and provide feedback on new identified opportunities in terms of new activities,

  • Improved visibility, partnerships, learning opportunities and funding towards the aforementioned goals.

Profile

Education: University degree in the field of / Energy / Civil Engineering / Economics / Environment / Development /

Experience:

· Minimum 2 years of experience

· Experience in operational project management

· Working with building sector stakeholders, in particular with craftsmen and SMEs in Green Building, either in urban or rural areas; working in housing project and/or energy-efficiency-related project

Languages, IT skills: Fluency in English mandatory, fluency in French strongly appreciated knowledge of Russian and/or Tajik a strong asset, sound knowledge of office software.

Skills:

  • Knowledge in Low-energy consumption building, energy-efficiency and renewable energy systems

  • Additional knowledge in business support for small enterprises and access to finance for green solutions sector is an asset

Desirable qualities: Ability to lead a team, show initiative, work in partnership and facilitate consensus; diplomacy & teaching skills; an understanding of and commitment to GERES mission and values; eager to learn on other topics;

Conditions

· Duration: 12 months International Volunteer contract (VSI) , renewable

· Based in Dushanbe, Tajikistan

· Monthly gross Salary: according to experience and profile

· Annual round-trip ticket

· 26 days of paid leaves per year

· Paid repatriation insurance

· Health, unemployment and retirement insurances (cost is shared between GERES and the employee)

· Monthly allowance paid locally: 330 €
